In February 2003, to further promote the industrialization of educational training, Tsinghua University decided to invest in the establishment of Beijing ZHUOER Education Investment Co., Ltd. after in-depth discussions and decisions at the board meetings of Tsinghua University. This initiative aimed to explore broader development opportunities in the field of education.

In August 2005, to further enhance its competitiveness and influence in the education and training industry, ZHUOER made a significant decision to invest in Beijing Houde Human Resources Development Co., Ltd. This move aimed to explore new fields characterized by experiential training and to deepen its involvement in the power system industry by providing professional human resources development and training services. This strategic investment demonstrated ZHUOER's determination to seek innovation and breakthroughs in specialized education fields.

ZHUOER has partnered with the Local Government Officials Development Institute of the Ministry of the Interior and Safety of South Korea to contribute to the prosperity, stability, and coordinated development of the Northeast Asian economy. Both parties focus on emerging challenges in regional economic and social development, bringing together government officials, policymakers, and think tank experts from China and South Korea to actively seek practical solutions. To this end, they have decided to jointly host the China-Korea International Forum annually. This initiative not only strengthens the close ties between government departments, academia, and the business sectors of both countries but also injects new vitality into China-Korea economic cooperation. Through these efforts, they have had a profound impact on the balanced economic development of the Asian region, making positive contributions to the common prosperity of the regional economy.

In April 2008, as a key component of the institutional mechanism reform of the School of Continuing Education at Tsinghua University, ZHUOER took over the implementation of all business operations of the school's International Education Department. The main responsibilities included executing a series of international cooperation projects such as the Tsinghua-ANU Master of Management program, the "Global Pathway" study abroad program, outbound and inbound exchange programs, international engineering project management, and providing in-house training services for large enterprises. In August 2009, ZHUOER officially signed a long-term management consulting service agreement with Handan Iron and Steel Group. This milestone event marked ZHUOER's successful expansion into the field of management consulting. ZHUOER will provide in-depth, ongoing professional support to Handan Iron and Steel Group, working together in the field of corporate management to help the group further optimize management processes and significantly improve operational efficiency.

In October 2010, ZHUOER partnered with the Kellogg School of Management at Northwestern University to launch the "Integrated Marketing and Business Leadership Program." The program invited world-class marketing experts, including the Pioneer of Integrated Marketing Communications Theory - Prof. Don Schultz, as well as distinguished entrepreneurs from China's integrated marketing sector, to discuss marketing strategies and share practical experiences. This collaboration not only showcased the profound strengths of both parties but also established a new platform for global exchange and cooperation in the field of marketing.

In April 2011, ZHUOER collaborated closely with the local government of Ordos to create a tailored smart city system solution for this nationally significant mining base. The comprehensive plan covered several key areas, including urban environment monitoring, heavy industry energy conservation and emission reduction, clean energy technology, energy-efficient buildings, smart transportation, smart logistics, and intelligent navigation information services. Through the integrated application of these technological methods, we significantly improved the living environment in Ordos and infused it with robust sustainable development momentum. The successful implementation of this project also demonstrated ZHUOER's professional expertise in the field of technology consulting. As ZHUOER's first successful case in technology consulting, this project not only provided valuable experience but also laid a solid foundation for future similar projects.

The Tsinghua Agricultural Industry Training Program, operated by ZHUOER, is an innovative initiative that not only provides specialized agricultural industry training but also establishes an integrated model combining training, technology introduction, and demonstration bases in the Chinese agricultural sector. This model aims to cultivate government officials and corporate elites who can lead the development strategies of the new era in agriculture, thereby promoting the modernization and sustainable development of China's agriculture. By 2012, the program had successfully trained over 15,000 agricultural party and government cadres, senior managers of agricultural enterprises, various technical personnel, and practical talents. This achievement not only highlights the program's extensive influence and strong capabilities but also injects significant momentum into the development of China's agricultural industry. More importantly, the program has successfully built a direct communication and collaboration platform between universities, agricultural enterprises, and the government. In August 2013, the Tsinghua-ANU Master of Management Program operated by ZHUOER, celebrated its 10th anniversary. As the first master's degree program in science and technology innovation management approved by the Ministry of Education, this program has cultivated a large number of outstanding management elites for China since its inception, having a profound and immeasurable impact on the field of science and technology innovation management in China. On this celebratory occasion, the program's alumni association was also officially established. This not only provided a platform for alumni to communicate, learn, and grow together but also symbolized the deep friendship and spirit of cooperation and mutual benefit among the alumni. In November 2016, Beijing ZHUOER Education Investment Co., Ltd. reached a significant strategic cooperation agreement with the Beijing National Accounting Institute to take over the operation of the IT Audit and Cyber Security Master's (ITACS) program and the Master of Science in Accounting (MSA) program, both in collaboration with Temple University in the United States. In September 2022, to better serve Tsinghua University's internationalization strategy and deepen cooperation with Politecnico di Milano, ZHUOER signed a strategic cooperation agreement with the Tsinghua University China-Italy Design and Innovation Hub. ZHUOER will provide an operational platform for various projects within the China-Italy Design and Innovation Hub, offering comprehensive support in project management, resource coordination, and results presentation. In September 2023, to meet the growing demand among Chinese students for comprehensive and efficient study abroad services, ZHUOER officially relaunched its study abroad business. To further expand students' study abroad options, the company introduced the "Master Pathway Program to World-Class Universities." This program aims to create a fast track for students aspiring to pursue their master's degrees abroad through close cooperation with top universities worldwide. ZHUOER, leveraging the online platform XuetangX initiated by Tsinghua University, utilizes its rich educational resources and advanced technological means to create a high-quality learning space that combines online and offline education. The online platform's courses have also received the preparatory course certification from its first overseas partner institution, Grenoble Ecole de Management in France, marking an important milestone. In April of 2024, ZHUOER, Paris Dauphine University-PSL and International Finance Forum(IFF) formally signed an agreement to launch the Executive Doctorate in Public Affairs(EDPA) in Global Sustainable Development program.
